Wilbert L. Townsend appeals a judgment and decision of the United States Court of Federal Claims, denying Mr. Townsend’s motion for review and sustaining the Special Master’s decision denying Mr. Townsend’s claim for compensation under the National Vaccine Injury Compensation Program, 42 U.S.C. §§ 300aa–10 to –34 (“Vaccine Act”).
