“[W]e . . . conclude that the Claims Court is without jurisdiction to entertain wrongful removal actions by probationary employees of the Postal Service—whether or not such claims involve first amendment allegations. . . . The trial court correctly held that it was without jurisdiction to review appellee’s dismissal based upon allegations of regulatory or statutory violations. . . . The trial court wrongly concluded, however, that it possessed jurisdiction over that portion of Connolly’s claim which was predicated upon the first amendment.”
